LLC "ZAVKOM-ENGINEERING" — a full-cycle engineering company executing EPC projects for the oil and gas, petrochemical, chemical, biotechnology, and food industries — has officially joined the Tambov Regional Association of Industrialists and Entrepreneurs (regional branch of the Russian Union of Industrialists and Entrepreneurs, RSPP).
The decision to admit new members was made at the Association's annual meeting on May 15, 2026, held at the Educational Theater of Derzhavin University. The meeting was attended by the Head of the Tambov Region, Evgeny Pervyshov; Vice-President of RSPP Sergey Mythenkov; deputies of the Regional Duma; heads of relevant departments; and leading enterprises of the region. The key topic was the approval of the Association's 10-year economic development plan, presented by the Union's Chairman, Maxim Zhalnin.
DELEGATION VISIT TO ZAVKOM-ENGINEERING
The joining of the Association was marked by a working visit of the Union of Industrialists and Entrepreneurs delegation to the engineering and production sites of the holding: ZAVKOM-ENGINEERING and its partner enterprise, the Komsomolets Plant, which manufactures process equipment on order from ZAVKOM-ENGINEERING. The delegation included:
- Sergey Sergeevich Mythenkov, Vice-President of the Russian Union of Industrialists and Entrepreneurs (RSPP);
- Maxim Mikhailovich Zhalnin, Chairman of the Tambov Regional Union of Industrialists and Entrepreneurs;
- Denis Vyacheslavovich Tarasov, Executive Director of the Tambov Regional Union of Industrialists and Entrepreneurs.
The General Director of LLC "ZAVKOM-ENGINEERING," Yuri Gennadievich Kombarov, presented the current project portfolio to the guests: he spoke about facilities under construction, the company's technological competencies, and engineering solutions in demand among the country's largest industrial customers — oil and gas producers, chemical holdings, and specialty chemical manufacturers.
A separate part of the meeting was devoted to the environmental agenda. Yuri Kombarov presented the company's proprietary developments in the field of thermal treatment of industrial wastewater — comprehensive solutions that enable enterprises in the oil, gas, and chemical sectors to dispose of highly mineralized and toxic liquid waste with minimal environmental impact. These solutions have already proven themselves at the federal level and could be beneficial to enterprises in the Tambov Region as part of systematic work to reduce the industrial burden on the region's ecosystem.
WHAT IS ON THE RSPP AGENDA TODAY
The current agenda of the RSPP and its regional branches focuses on issues that directly shape the working environment of large industrial businesses:
- Technological sovereignty and import substitution in critical industries, primarily oil and gas, petrochemicals, and heavy engineering;
- Development of domestic engineering competencies and full-cycle EPC contractors;
- The personnel issue — training of engineers, designers, and skilled workers;
- Expansion of state support measures for industrial investment projects and special investment contracts (SPICs);
- Interregional and cross-industry production cooperation;
- Climate and ESG agenda, including industrial waste and wastewater management;
- Digitalization of design and manufacturing.
Following the meeting, the Head of the Region, Evgeny Pervyshov, instructed that the interaction between government and business be transitioned to a format of regular meetings — for the prompt resolution of current challenges faced by enterprises.
For ZAVKOM-ENGINEERING, membership in the Association is a logical continuation of its strategy to strengthen its position as a leading engineering contractor in the industry. It provides an additional channel for industry dialogue with regulators, customers, and partners in production cooperation, as well as a platform for promoting its own technological and environmental solutions at the federal level.
