Protecting the interests of domestic technology developers and integrated contractors for industrial facilities, who are responsible for project execution from basic engineering to commissioning, was the key point of our appeal. . At present, the Russian market is experiencing significant pressure from imported supplies. This trend persists even in those segments where domestic enterprises possess sufficient competencies and production capacities to fully satisfy internal demand.
In this regard, we proposed bringing the issue of supporting responsible business to the federal level. The initiative implies granting priority status to ECG Rating (Ecology, Personnel, and Government) leaders in the implementation of import substitution programs. To date, the ECG Rating has already formed a transparent list of reliable Russian companies that have confirmed their financial stability, high level of social responsibility, and real contribution to the development of the national economy.
The strategic goal of the proposal is to establish preferential mechanisms for promoting products and services as alternatives to foreign counterparts. The implementation of this measure will enable the transformation of the ECG Rating from a standard assessment tool into an effective economic mechanism for supporting responsible domestic companies. This will ensure stable sales and create long-term incentives for localization and expansion of production facilities within the country.
The proposed initiative aligns with the current macroeconomic agenda. The transition from nominal assessment to real economic incentives for business is an objective demand from the sector and from companies that invest in ecology, human resource development, and the technological sovereignty of the state.
In addition to this initiative, we also prepared a number of questions concerning the operational activities of enterprises in the region. These include ensuring uninterrupted fuel supplies for production sites amid market instability of petroleum products, as well as developing a methodological and practical framework for protecting industrial infrastructure facilities from missile and drone threats. These issues were submitted to the Government through routine channels, and an official response from the relevant agencies is currently pending.
