Our comments and suggestions to the bill
Recognize AI as a source of increased danger to simplify the procedure for compensation for harm.
Clarify vague terms (in particular, “AI service”, “owner”) and the legal status of neural networks.
Eliminate legal gaps that make it possible to hide generated content and the fact of interaction with AI.
Introduce penalties for bypassing AI protection only if the direct intent of the user is proven.
To study in more detail the mechanisms for protecting copyrights for AI content and the use of a human image or voice.
Introduce mandatory certification of all data processing centers (DPCs).
Eliminate impossible declarative requirements and conflicting norms.
Taking these initiatives into account in the final version of the law will minimize legal risks, increase the transparency of data centers and protect intellectual property when integrating neural networks into the corporate sector.
